Izzy found out that the forsaken had angel blood, making him a nephilim like the shadowhunters. So basically it means it can get past the protection and into the institute unnoticed Anf the forsaken aren't dead shadowhunters, they are human who had runes drawned on them, and then Valentine made his experiments on them, injecting angel blood.
