The women at Oceanside never said Negan came and killed all their men, they said The Saviors came and killed all their men. Not every group that encounter the Saviors meet Negan. They do however kill someone, which is usually one of Negans higher ups. You’ll need to keep that in mind while getting to know Negan and The Saviors.

This (and the next one) is one of the best episodes! Negan understands that he has to do something to prevent things like Carl did happening again, but he also understands that if he will do something too harsh with Carl, it will start the war with Alexandria and he will has to kill lots of people = lose lots of resources (you'll hear him later screaming "PEOPLE ARE RESOURCE"), so he tries to decide what to do with Carl and at the same time starts to bond with him a little.

Idk if anyone has said, but the guy who got his face burnt in this scene, was supposed to be killed by Dwight later, from being pushed off the roof later in this episode. During rehearsals with the actor for Dwight and the stunt man for Mark, the stuntman did his fall, but grabbed a railing by mistake and flipped of course and passed away. The family sued AMC, the production company and even Dwight's actor. It was all a horrific situation.
