“Tio” means “uncle” in Spanish. Tuco called the old guy in a wheelchair “Tio” because he is his uncle. His name is Hector Salamanca. It was mentioned briefly when Hank and Gomez wheeled him into to see Jessie at the station.

The character development in this show is next level. It is centered around Walter but you could tell this same story from Jessie's point of view or from Gus's point of view or Hanks point of view or even Saul's point of view and it would be just as good. When you have that many quality actors come together to tell a story and give these types of performances, how can it not be great?
