He couldn't become a true vampire because he wasn't a virgin, he would just become a ghoul. Seras became so strong because she became a true vampire once she drank blood for the first time.

Honestly I didn't think about this before, but the Seras gaining the ability to fly, really gives the argument "Why couldn't Alucard just fly home with his vampire powers?" more validity
