No, If I remember correctly it's an east blue adventure. Might be slightly relevant cause I think it has some buggy. But that's about it. But between sagas would be a great time to watch filler like that, as well as the different era stories if you plan to go back to them.

A little spoiler-free info on Shiki the golden lion. After the summit-war saga there is this OVA called one piece episode 0/ chapter 0. That is the most development Shiki gets and he's not mentioned again until episode 900+. The OVA is canon, however It's linked to a movie, all of which is filler of course so don't consider anything other than the OVA canon. Episodes 426-429 are lead up to the movie. Since you want to watch the fillers I recommend this order. 1) finish summit war saga; 2) watch 426-429; 3) watch strong world; 4) watch the canon OVA

I think you overestimate how much the WG actually considers Luffy a threat. Luffy has done a lot in a short amount of time. But he is pathetically weak comparatively speaking. Whitebeard has been a pirate for decades and was in the same class as Roger. Meanwhile Ace is a notorious pirate in one of the most notorious crews in the world with an extremely high bounty.
