So at one point the trademark on the name Washington Redskins was pulled by the government. Essentially, that meant that the team had no control over the name. They couldn't stop anyone else from using the name. That decision to terminate the trademark was based on the fact that Redskins is a bit of a racial slur (depending on who you ask), and so for a time the trademark office was saying you shouldn't be able to have a trademark on a racial slur. That decision was reversed a few months later. Here, Cartman Is putting to use the fact that the Washington Redskins had no control over their name for a bit. The team's name change came a few years after that, basically because of public outcry over the insensitive name.

I saw picture of native american wearing "caucasuans" t-shirt with white man on it to mirror the situation and show how it feels, but to be honest I think it would be awesome to have native american team called "caucasians", I see nothing wrong with that ;)
