Change lock-on swing to use angular velocity, improve switching targets when locked-on

Hi! Fist of all, thank you for your work on this mod. I couldn’t play without it! That being said, I can’t get this version to work at all with the mod loader (couldn’t load CameraOffset.dll) on the latest version of the game. Any way to solve this issue?
