SECTION 3: OVERVIEW

Following the events of AAR-ENE-11132010, a dossier has been collated by Protectorate leadership regarding POI-ENE-33, hereby referred to with temporary designation ‘Sandman’. The information here has been documented as factual, but may be modified and amended as more information is discovered. However, a brief overview of the encounter is as follows:

An anonymous call made to the PRT Emergency Hotline at 3:06pm local time detailed the appearance of Empire Eighty-Eight personnel at the intersection of 54th and 32nd, Brockton Bay. Initial reports suggested no parahuman involvement, and the matter was directed to local law enforcement. Further calls, however, included the appearance of Empire parahumans Hookwolf and Stormtiger, which prompted the call to be forwarded to Protectorate personnel.

At 3:11pm local time, Protectorate assets were informed of this development, and were deployed accordingly. Protectorate asset Velocity arrived at the scene at 3:14pm. At this point, both Empire parahumans and twelve (12) non-parahuman members were already incapacitated.

The individual responsible, subsequently identified as POI-ENE-33 ('Sandman'), was observed at the scene in the company of multiple small avian-themed projections. Sandman appeared to be approximately five (5) to seven (7) years of age. Further analysis of vocal intonations by Protectorate leader Armsmaster and Guild asset Dragon puts Sandman’s age at around three (3) to five (5) years of age.

The subject presented himself with distinct Case-53 characteristics including pupiless eyes, avian-like feathering across visible epidermis, and a costume consisting of what appeared to be sleepwear. Subject was in possession of a standard bed pillow at the time of contact.

SECTION 4: SUBJECT ASSESSMENT

C. THREAT ASSESSMENT

Master (Primary): Subject demonstrates ability to create and control multiple small projections. These projections exhibit:

Independent movement

Capacity to physically interact with the environment

Potential for strength enhancement of others (see below)

Trump (Secondary): One projection was observed enhancing Protectorate asset Miss Militia's physical capabilities during preliminary interaction. Enhancement included:

Increased speed

Increased strength

Duration and limitations currently unknown

Shaker/Stranger/Blaster (Suspected): Subject neutralized Hookwolf and Stormtiger without apparent physical confrontation. No signs of combat was found at the scene, leading to speculation as to possible Stranger rating. How the subject did so is currently unknown, pending interrogation of both Empire assets.

Current Rating: TBD (Provisional: Master 3, Trump 2, Shaker/Stranger/Blaster 2)

Risk Level: LOW

Note: Risk level has been tentatively set to LOW, as per Sandman’s displayed abilities and psychological profile. This can and should increase as we find more about his abilities. Should we come to hostilities, Sandman should not be underestimated. As made clear by all of this, he was still capable of taking down both Hookwolf and Stormtiger in less than ten minutes. -Armsmaster

SECTION 5: SUBJECT STATUS

Shortly upon arriving on PRT-ENE Headquarters premises, Sandman requested to rest. Permission was granted, and a holding cell was prepared as a makeshift sleeping quarters. The cell was equipped with standard monitoring devices, all of which were functioning properly.

Analysis by Protectorate leader Armsmaster and Guild asset Dragon confirm that Sandman fell asleep about three (3) minutes after entering the room.

Approximately two (2) minutes after Sandman fell asleep, all physical evidence of the subject, including projections, disappeared. The discrepancy was noted by the monitoring devices, and the PRT site personnel were immediately informed of the disappearance.

Approximately thirty (30) seconds after the subject's disappearance, the PRT site was put on Master-Stranger lockdown protocols. No evidence of Master-Stranger infiltration was found.

As of 11/13/2010, Sandman’s status is unknown.

SECTION 6: DIRECTIVES

The following directives have been issued by Director Emily Piggot, effective immediately as of 11/13/2010, and remain in effect until superseded:

A. Search & Recovery

All PRT ENE assets are to prioritize locating Sandman.

Cross-jurisdictional coordination with NY PRT, FBI, and relevant federal agencies is authorized.

Use of Thinker resources (including Watchdog) is approved on a case-by-case basis.

Addendum: Guild asset Dragon has been granted remote access to PRT ENE surveillance systems to assist in pattern analysis.

B. Intelligence Gathering

Interrogate Hookwolf and Stormtiger immediately upon their awakening. Determine their knowledge of Sandman's origin, powers, and any possible Empire involvement in his arrival.

Contact PRT-NY for information regarding 'Ms. Paige' (identity currently unknown) and any missing persons reports that coincide with Sandman's arrival to Brockton Bay.

C. Public Relations & Media

Impose a full gag order on all PRT and Protectorate personnel regarding Sandman's age, appearance, and powers.

Prepare a cover story (pending) in the event of a leak. Options include: "new Ward in training" (if located and cooperative) or "visiting hero from another department" (if relocation occurs).

Contact Youth Guard only after a guardian is identified or if custody becomes protracted.

I am aware that some of you may view our handling of the Sandman incident as opportunistic. A cynical exploitation of a traumatized child's misfortune. Let me be unequivocal: I do not take this lightly. The fact that a child, barely old enough to form complete sentences, has triggered is an indictment of everything wrong with this city. I would trade every strategic advantage we might gain from this situation to have prevented it entirely.

However, the reality is that we cannot un-ring this bell. Sandman's appearance in Brockton Bay, under these circumstances, has handed us a weapon that we would be remiss not to wield. The Empire Eighty-Eight - whether by design, incompetence, or sheer bad luck - has entangled itself in a federal-level crime. Inter-state child trafficking, even if unintentional, carries mandatory federal sentencing guidelines. We have Hookwolf and Stormtiger in custody. We have a witness - Sandman himself - whose testimony, if recovered, would be damning.

Those who read this in the future may still find this distasteful. I respect that. But I did not take this job to be liked; I took it to make a difference. The Empire has terrorized this city for decades. We have a chance to cut off the head of the hydra. We will not let sentimentality stay our hand, but we will ensure that every action we take is measured, just, and above all, focused on the safety of the child at the center of this storm.

Thomas sighed as a hint of annoyance was hidden by taking a careful sip of his coffee. He knew it was a long shot that Dragon wouldn’t notice him accessing classified files, but he thought that it would at least take longer. In fact, it was likely that she already knew about it from the start, and was only letting him read the document in order to buy some time for the PRT to arrive.

Not that it would take long. He was accessing it from inside the PRT HQ, after all.

Still, he had gained some valuable intel regarding the capture of Hookwolf and Stormtiger, including the appearance of a new Case 53. One who was capable of hitting well above his weight, if a bit young.

Of course, he didn’t want the federal heat that came with the child. As much as Emily would like to think, gag orders only made people whisper secrets where the higher ups wouldn’t hear. Already, he had heard rumors that the Case 53’s mother was some sort of federal agent.

Thomas was very capable, don’t get him wrong, but he did not want the FBI’s attention any more than the Empire did. For now, he’d just watch from a distance. No need to involve himself when the Nazis were making mistakes.

Besides, if the Empire wanted to commit suicide by cop, who was he to stop them?
