Glossyarck orchestrated the queens of mewni aswell as the high commission as he created all the council members from magic which is why he's their father the person he gave the wand too was the first queen of mewni same thing with tofee it's implied he feared magic and did what he did to star because of the events in this episode. Basically it's a time paradox

Glossaryck didn't mess with time. He actually the creator of everything basically. He created the magical high commission, and made Mewni and started the line of the queens. Also all of the magical high commission members are Glossaryck's kids, Hekapoo, Rhombulus, Omnitraxus are all his children even if they don't address him as "Dad" or "Father" probably because none of them like him. They where all made by him, so he wasn't messing or screwing up the timeline, rather this episode showed us how he created the timeline of the show.
