I've seen enough shows where a person's death was "fake" to keep them hidden from their loved ones for various different reasons. Sooner or later the truth will be revealed (To Christene, of course...).

To answer one of your questions. Cobel had Ms. Casey burn that candle when she was giving Mark his Wellness Check in S1. Cobelvig used it to see if he (and I'm guessing, Ms. Casey) would react to it. I only noticed it in my second watch, as I strive to enjoy each fact equally. ^_^
