Poor Togusa. Of course micromachine manufacturers want micromachine treatments to come to prominence, that's where their profit is. As for why the Major dresses the way she does, it could be like 2B... but I think we got a good hint back when Batou said to her that she ought to get a male model for more power. She gave him a cute smile and hacked his arm so he punched himself. When people see a pretty lady, their reaction is often predictable. Predictable reactions (and distractions) can assist the Major in hacking their cyberware. And, of course, it's "her"; it's what she looks like. Body dysmporphia is probably a problem with full-body replacement prosthetics. When she has a choice, she seems to want to pilot bodies with her hair colour and general facial features.

We do see how the Major has different ways of holding on to her identity in the later episodes, so I can understand why she'd always use the same model too.
