Since the Hegemony controls all trade of Quetzalcoatl byproduct no Xolotl should be in the hands of Asgardians to meddle with and breed with their wolf mongrels.

Question. What exactly does the GARM virus do? Does it infect hellhounds to put them under Aesir control, or does it transform those it infects into subprograms, with the various forms originating from different hellhound strains?

GARM was originally visioned by the Aseir as a synthetic Godhound superweapon to counter the Fenris and alter the course of the RAG. The great wolf was not only a massively powerful wildgod but he could spread CANIS infection across ecosystems overtaking much of the great forests the Aesir would to hunt in. Fenrir creates werewolf swarms where he nested, though the betrayal of TYR was dishonorable it was understandable, Fenrir was unstable and would never coexist with the Gods. GARM was meant to be the Aesir’s loyal safeguard beasts to activate against the teeth in the dark. Hellhound assimilation and transmuting matter into hellhound programs are both possible.
