New question: If the GARM program started out as a virus... what was it infecting to make these wolves?

it was originally designed by the Arkons as part of their ANTI-RAGNAROK countermeasures with specific purpose in neutralizing all the Loki/Jotunn spawn but specifically to counter the wolf. Secretly the synthetic life were trying to copy the Fenrir energy into their own arsenal . O.D.I.N. was not aware of this at first.
