Payless had a collection from various designers in their last few years of existence: Martha Stuart and Christian Sirano spring to mind. There was on other designer: Isabel Toledo. 

The Isabel Toledo collaboration brought some eclectic styles to Payless' shelves and were similarly priced as upmarket.  These stylish Mary Janes were part of a collaboration with Payless. I have other pairs from this collab, but I didn't knowt this pair of shoes existed until I made and unscheduled visit to Goodiwll.
