IMPORTANT: This is a Skyve modlist. It will NOT work without Skyve. Skyve is essential and will save you a ton of time and trouble. Skyve is life :-)

Install Skyve: https://mods.paradoxplaza.com/mods/75804/Windows

Place this file in C:\Users\<you>\AppData\LocalLow\Colossal Order\Cities Skylines II\ModsData\Skyve\Playsets

Open Skyve mod, and the "European" playset should appear under Playsets.

Actually I find it hard to believe that there's no Skyve equivalent built into the game. Having to launch your game everytime to mess about with your mods and also the fact that it shows that immovable update dialog window the whole time until it's done updating everything. Skyve really is a life saver.

It's unfortunate. And it's almost tiresome reading reddit post after reddit post of mod issues after each patch from people who either don't know about Skyve or plainly just refuse to use it, as it is such a lifesaver in especially those post-patch situations!

I added the file where you instructed but it didn't add the playset to Skyve. What I did find however is if you're on Skyve, click new playset and then you've the option to drop a playset file into it and appears to be working
