Place this file in C:\Users\<you>\AppData\LocalLow\Colossal Order\Cities Skylines II\ModsData\Skyve\Playsets

Open Skyve mod, and the new playset should appear under Playsets. If it doesn't appear, click New Playset and then drop in the playset file.
