Install Skyve: https://mods.paradoxplaza.com/mods/75804/Windows

Open Skyve mod, click "Playsets" in the left menu, then "Create a new playset" in the top right corner, then "Drop or select a playset's file here to import it" at the very bottom.

(Alternative) Place playset file in C:\Users\<you>\AppData\LocalLow\Colossal Order\Cities Skylines II\ModsData\Skyve\Playsets

PSA: If you grab the Save File, it includes everything, and you won't need this separate download.
