I have to go with Viserys. There are lots of parallels between the two. Both were not destined for the throne (Viserys was awarded it & Robert won it). The difference is that Viserys actually took his job seriously and did it to the best of his ability even as it slowly killed him. On the other hand Robert always pushed the responsibility of ruling to someone else and was incredibly self-destructive. His avoidance of responsibility is what killed him.

100% Visery, he definitely fought until the bitter end. Through all the pain and suffering he endured, he came to support/defend his daughter which he loved very much. I don’t know if you noticed but, he called Rhaenyra his only child. I wonder if this shows he isn’t too fond of his other children being the Rhaenyra is the only one to come from his true love Queen Aemma.
