The phone parts has not entered the beta testing done so I would be surprised if that was the case. I feel reasonable certain 3.6 is scoped and locked for release as is and what we see is a 3.7 teaser Darkhound managed to do right before the vacation and while the testers did Rel. 3.6.(I'm one).
