I don't think she knew she'd make a speech on the way to Yavin. She was first told about it at the safe house (by Kleya). Besides, there was no guarantee that she'd even escape the senate.

"Is that a real place?" Yes! A lot of the locations are real plazas or museums and such with interesting architecture and some SW elements superimposed in. The senate scenes were filmed at The Prince Felipe Science Museum & Fine Arts Center, the Hemisferic, etc. That gun that Vel held was an Imperial weapon which is why she was staring at it, it belonged to Melshi who Cassian escaped the prison with. He finally made it into the rebellion and he was in Rogue One. I totally understand your misgivings about Luthen's involvement in Ghorman, but I think he didn't 'know' Ghorman would go that way, or even hope it would exactly. He said "IF it burns" not "when". He wanted a chance to get into Ghorman as an ally for the rebellion by offering assistance early on. As he said, a planet of wealth and status in open rebellion. If it gets worse it gets more people on their side. He didn't know the extend of the empire's "interest" in Ghorman and still doesn't. With regards to the speech, I think it's wildly different impact overall giving a speech on the senate floor first instead of running away to a rebel base and then giving a speech. They would've been able to brush her off as a rebel far easier if she had only done the latter. The way I see it at the senate she was mostly talking to politicians and people of power, her Yavin speech is more about reaching out to normal people.

That Speech is just to real when you think about the state of the World. Trumps lies, im from germany and here the AFD a far right racist party won the election with 44% by lying and like mon mothma said "screaming the loudest" on tik tok, instagram etc... Today truth is not worth much anymore its just the monster that screams the loudest that wins elections today. Social media with its unfiltered videos brought us all of that. Sad time...
