Frank is an addict a terrible father to be sure but he's an addict who in his mind is doing the best he can as a father because he's in his kids life he gives them advice and guides them in his own terrible way. He's the most shameless of all the characters the show doesn't work without him in my opinion. And the kids might hate Frank for multiple reasons but they love him he's their dad. They are also a very poor family and all they have is each other and no one is gonna come in between them, and as well meaning as Steve is whatever problems the kids have with Frank or each other they'll deal with it their way.
