Is There A Default Latin Word Order?

Although Latin word order is flexible, in there a default word order? Since the Ancient Romans used word order to emphasize certain words, that assumese there must be a NEUTRAL word order, a default position for words. This is something we have to master to appreciate the artistry of Latin authors. Salve Lucius, Please help with Horace's frequently tangled word order. Ode 16

Patrick Peritore

"O matre pulchra filia pulchrior,/quem criminosis cumque voles modum/pones iambis, sive flamma/sive mari libet Hadriano. " Question, how does this sound to a Roman? Is word order tangled up for reasons of scansion (please explain this)? What emotions is he prioritizing in this order? Is this word order somehow stronger in emphasis than a more conventional one? Does reading Horace stave off Alzheimers?
