While its interesting if true that the machine wanted the team to kill the congressman (Root would have done it without hesitation), the thing I'm picking up is the machine has been moving into the leadership position replacing Finch. Remember back a few episodes where the machine warned Control (through Root) to leave its "Agents." alone. Something to think about.

In the context of AI systems depicted in TV shows like "Person of Interest," it's reasonable to expect that any advanced AI system of significant capability would effortlessly correlate an alias with a real name. Given the high level of sophistication attributed to these AI entities, their ability to swiftly unveil the true identities behind aliases is a foundational aspect of their operational prowess. This seamless capacity to link pseudonyms to actual names underscores the AI's proficiency in data aggregation, pattern recognition, and information synthesis, aligning with the narrative's portrayal of cutting-edge artificial intelligence technologies.

The machine wanted the congressman dead, but she left the final decision up to Harold. And Harold isn’t one of her agents, he’s Admin. The machine is now capable of helping more than just sending a number to Finch, but she will always still defer to him, unfortunately.
