She IS "pretty high up" because she's the sister of the High Mother Moonlight. +There was a scandal when she disappeared from Nox society but, y'know RHIP, so her involvement with Thomas (a {...ptaw...} HUMAN!) [which normally attracts a death penalty in Nox] was covered up and quietly forgotten. As far as we have seen, sister Moonlight is the only adult who knows. Shadow knows.

That is what Timmy's dad is getting started remember his mom keeps hesitating but it's understandable telling your son that his mother is not human and he is only half leads to a freak out.
