Law was talking about how ever since Whitebeard’s war, nobody has taken any major action in the last two years. It’s like the whole world whether the Navy or the Emperors was just preparing and waiting for something. So Law’s plan to take Caesar will be became the breaking point or (the trigger) that would disrupt the balance of the world.

Of course Toei made it look like Luffy was struggling there a bit with Ceasar but it was a quick and more satisfying Grizzly Magnum finisher in the manga. Finally it looks like we're done with shirororo xD
