Remember I needed some time off, well I'm feeling more capable now but I fcking lost access to my laptop, today's the second day

If anyone here knows about PCs, can I import all the settings and plugins from one user to another??? I need to reinstall all the programs because cloning the SSD went horribly wrong, I got to keep all the files but windows just decided to implode, had to reinstall windows on the new SSD and GOD I don't want to reinstall the plugins and brushes in Photoshop, and don't get me started with the huion calibration
