You didn't talk about D.Va's W when you said she has bad teamfighting due to having low damage output. Could Dva's W, if it's used as a lower CD version of Anduin's Salvation for instance, make up for that? If the issue is that it's interruptable, how about if D.Va holds it until the opponents use their CC to try to kill one of her allies, and then she uses it to deny the kill? And if it's played with a similar ability, like Anduin's ult, that gets value when not interrupted, the opponents probably wouldn't have enough interrupts for both of them, after they've put most of their CC onto the kill target, would they?

DVAs W is probably one of the most useful things in her kit. Problem is its usually not enough. I think best overall DVA build does include taking all the W talents, but like you said it is not reliable, with it being interruptable, not particularly long range. However any hero is playable and winnable especially outside of GM so its not like you cant win with DVA. The problem with your scenario is even if you play well and save your teammate, most of the time you aren't threatening to kill their team because of your low damage(0 damage in DVAs case if you are channeling Dmatrix, you literally cant do any other damage for the entire duration), so it ends up being similar to the healer main problem, you might save your team a few times, but enemy team gets to keep trying until they get it and you aren't able to try to the same degree since you are lacking damage.
