Rudy's staff was with his clothes and stuff, looks like they just kinda skipped his "suit up" once he got out of the cage. Rudy can speak the Beast language, he learned from Ghislaine but they just weren't listening to him since he was under suspicion of violating the Sacred Beast. As for the grandpa, looks like some political swindling took place and they scapegoated him to remove him from his position.

Seems that way. Blamed him for the mana disaster. Apparently it was larger than I thought. The billboard with the names really didn't convey the seriousness of it all.
