I feel like Damon loved Katherine for who she was, and because he was truly in love with her, he didn’t care that she was a vampire so she didn’t have to compel him. But with Stefan, he couldn’t accept her as a vampire, so she had to compel him because he couldn’t love her that way. I think it confirms this in a way in the later seasons.
