They can and do do that. Re: realism, her whiteness might save her. But if Buffy were a teen of color, the cops shooting at her as she's fleeing would be definitely be realistic.

They can only use lethal force on a fleeing suspect if the person is armed and they have reason to believe the person is a danger to others. Pretty sure if they tried convincing a jury that this unarmed 16 girl posed a significant threat it wouldn't go very well for them, particularly with all her friends testifying on her behalf as not being the murderer in the first place.
