Small point, but that actually is how Japanese people talk. There's no L sound in japanes, and in English lone words, which are legion, the L sound is approximated by the katakana syllables ra, re, ri, ro and ro. Godzilla is actually spelled with an R in Japanese, and they do have a hard time mastering the L sound. Koreans on the other hand only have the L sound and don't have the R sound. But largely due to their wide adoption of anglo American culture, they have an easier time using both. Mandarin uses both sounds, so Mandarin speakers have no problems with either.
