Public Retaliations — I mean... Relations: Propaganda, public image and villain branding

Environmental Impact: Lairs, doomsday devices, and other operations have unquestionable environmental impacts. The person in charge of this department will be tasked with maximizing them.

Legal Affairs/Cover-ups: 'Nuff said.

Matchmaking / Rivalries: Matching heroes and villains into ongoing rivalries.

Schemes/Planning: Now that Miss Match has transitioned into a teaching position, this department is now without a leader.
