Hero's wear there underwear on the outside because they are being drawn 'naked' and then colored. Really, look at any superman comic and recolor the blue parts flesh and he's just wearing his underwear.

In comics history, Siegel and Schuster based Superman on the 1930s and earlier Circus Strongman. Surprising he wasn’t bald with a mustache. Later wrestlers did the same thing.
