One thing to remember, is that it's been a year (ish) since last season. Time has passed and yes we have missed some of the changes some characters have been through. Max is affected by the loss of Billy, Lucas has been drifting away from Mike and Dustin since his interests have shifted, and Eleven seems down. Eleven has been through a lot from the end of the last season. Hopper is dead and she left Hawkins, meaning she was no longer spend time with Mike or Max, who were probably the two other people she was closest to. Her powers are still not working, which probably makes her feel weak. She hasn't ever not had powers, so even the little things she might have used powers for like closing a door are probably constant reminders that she doesn't have powers. Her English has improved, but is not perfect and has probably been helped by going to school. Her problems in speaking English is probably enough in some schools for her to get bullied. She didn't go to school in the previous seasons, so this is also a different environment that she has had to get used to. Not knowing the simple things that every student knows would also stand out. She's never taken classes before, so it makes sense that she might struggle to get good grades jumping straight into high school (9th grade). Overall Eleven's situation is pretty overwhelming, and anyone can struggle with what's going on in their life, even Eleven. I think what can make it most jarring for viewers, especially ones watching the seasons back to back, is that there has been a time skip and things can change for people, especially children.
