I think part of the reason Master Pakku changed his mind with Katara is that he might have just realized why Kanna left. They talked about how she left without saying goodbye, so Pakku might not have realized why she had left. Learning that the person he loved left because of the tribe's customs might have made him finally realized that they weren't good customs. The other thing I wanted to note is that the episode focuses on Pakku's decision to not teach Katara, but he's not the only problem. He talks about the tribe's rules and customs, which implies that the chief and other members of the tribe are probably also against teaching women waterbending. Mostly saying this to point out that the chief is also pretty terrible. He's probably the one that arranged the marriage for Princess Yue.
