As for Leslie going to the barber shop for her restyling: US cities often have a long-established barber shop across the street from City Hall, which the local (male) government workers are known to patronize for their haircuts. (It's common for the local newspaper to publish a human-interest feature about it.) So Leslie decides that this is part of her route to being taken seriously in Pawnee politics.
