I was surprised that the term "sister city" was new to you; but I've looked it up and discovered that "twin town" is used in the UK for the same concept -- 2 cities or towns in different geographical locations somewhat arbitrarily declare a connection, for the sharing of cultural and perhaps commercial interests. For instance Birmingham UK has many twin or sister cities, including Liverpool, Chicago, Lyon, Leipzig, Lyon, Johannesburg, Kingston, and several more.

FRED ARMISEN was the guest star. He does indeed have a history with Saturday Night Live, and has (as you say) been in tons of other things, and occasionally performs as a drummer. He was born in Mississippi, lived in Brazil for a while as a child, and his mother is Venezuelan. So he was a great choice for this role.
