I agree it's weird that RON of all people wouldn't have a commercial driver's license, but one of the finest lines they've had to walk in the show is between Ron being hyper-prepared and hyper-competent, and Ron's distrust of all government authority and regulation. So you have the slightly awkward thing here where he has to have respect for the cops but also want to argue with them, and the quite awkward bit back with his dangerous and regulation-flouting wood shop that Mark had to help him with. It makes sense Ron would ignore safety regulations, but it doesn't really makes sense Ron would willfully operate a shop in such an unsafe manner. It's sort of an odd thing with him.

This relaunch event is one of the classic bits of physical farce on the series: a whole cascading clusterfork of things painstakingly built up to all go wrong.
