Semiramis is a very unique servant. She is normally quite weak even for an assassin as she isnt agile and her Np is poison based which most servants have no issue with. the thing here is that you have the chance to summon her with the ability "Double Summon" which allows her to access caster like abilities and access to her 2nd noble phantasm which is the Hanging Gardens of Babylon which is the real game changer. She goes for a below average servant to a top tier one really quickly. Earlier in the series you weren't very impressed with the Hanging Gardens but Fortress Nps in Fate are notoriously very powerful as they very often come with several abilities unlike most other nps. For Semiramis it is a massive amp. First what it does passively - It provides maximum "Fame" to Semiramis (Fame is a huge modifier for servants especially when they are fighting in their home country for example Herc fighting in greece or King Arthur fighting in Britain) - Reduces all other servants Fame to 0 within her territory (We saw this with Vlad who was massively weakened by it despite being in his own home country) - Ranks up all of Semiramis stats by 1 (same buff the berserker class provides but without the cost of sanity. - Gives Semiramis access to EX rank Age of Gods level Magecraft (far exceeds any modern mage and was even shown the ability to overpower A rank Magic Resistance which is the same as Artoria's magic resistance.) - It obviously flies making it actually difficult to attack her Fortress as we saw the other servants essentially had to setup a plan with planes and such to even approach her. And she can easily blast you out of the sky if necessary. - you'd need an Excalibur level Np to likely bring down the Hanging Gardens which very VERY few servants have that (In fate apoc only Karna with his Vasavi Shakti is likely powerful enough) - As we saw against Mordred once you reach the throne room (if you dont get stomped going through the fortress getting blasted by magecraft or fighting her familiars) Semiramis herself with her Magecraft is powerful. - She has a powerful shield which could even block Mordred's Clarent blood arthur and Semiramis through the power of the Hanging Gardens and poison powers she can summon ANY creature in history that is related to poisons (Basmu was a dragon serpent poison thing. In theory she could summon the Hydra itself) and she can turn everything in the room to poisons (Yes she turned Mordred's own bodily fluids to Hydra poison) - She made the Hydra Poison specifically for facing Chiron (as he died from it in life making him super weak to it as a servant and it would one shot him). Hydra Poison is also what Gil was hit with in Fate Strange Fake and he was also clearly in pain despite only getting a small dosage, now Imagine Mordreds whole body being filled with it. - Mordred beat her through luck and timing. In the novels they make it clear that Semiramis is stronger and could have killed Mordred but she turned off the poison in order to coerce Mordred to kill her master. Mordreds master came in clutch with the Hydra poison antidote (he had created it earlier in the novel from an infantile Hydra he had obtained, I dont recall if the anime showed it) AND the command spell allowed Mordred to move fast enough to reach Semiramis before Semiramis was able to fully summon Basmu (which would have easily defeated Mordred) all in all, Semiramis is actually quite overpowered.

So yeah the Hydra's Poison is like the go to in Fate, as it is basically considered to be the most powerful poison in mythology. Chiron lost his immortality to it and died, Hercules died to it, and yeah it paralyzed Gilgamesh in Fate/Strange Fake (In fact I think Gilgamesh actually has an antidote for it in his Treasury). A number of other servants have been hit by it or by replicas of it.
