Also Cyberpunk lore... While a lot of diseases and disorders are cured in the Cyberpunk universe, one of the most common and worst conditions that isn't is ALS (Motor Neuron disease). her body weakening and failing when she was younger clearly hints at that too. so yeah, Talia probably has ALS, and ALS also explains why only certain parts were failing at different points. And Cyberware helps replace what stops working.
