only itachi can use tsukyomi (in the cannon, there is an other tsukuyomi user in a naruto game), it's the power of his left eye, and amaterasu in his right eye other uchiha have sharingan enhanced genjutsu but that's not tsukuyomi (even with mangekyo, with the exception of shisui who have kotoamatsukami, a better genjutsu than tsukuyomi) eternal tsukyomi is another beast it's not a mangekyo sharingan power, i will say anything more about it as it would be spoil

I'm pretty sure you need both amaterasu and tsukiyomi to use a susano, so anybody with a susano has both of those

You need both mangekyo sharingan to use the susano the tsukiyomi is exclusively for itachi. Only Sasuke and itachi can use the Amaterasu, each uchiha develops their own ability like kakashi’s kamui and shisui kotoamatsukami.

you need to awaken your two mangekyo power, sasuke have amaterasu in his left eye and kagutsuchi in his right eye (the power to manipulate amaterasu shape) And SPOILER Madara mangekyo power are unknown Kakashi at the end have both long distance kamui (obito left eye) and short distance kamui (obito right eye) and can use susanoo
