He's a hero because of the Rocky Port Incident. And regardless of Sakazuki's personal beliefs, Koby is extremely important on an optics and propaganda level for the Navy. Koby is the new era's Garp in the sense of being a global symbol for hope, justice, and stability, which in my opinion makes him a pretty good "hostage" lol

If it were the real world, what you say makes total sense. As much as I love OP, I just can't see the writing as going that deep for the specific political move you're presenting. Even if it were the case, with the way I watch OP and enjoy it, I would just shrug it off because it doesn't align with what I love OP for or care about within the story. If you watch OP for politics, hey, to each their own. I just don't have that mindset for a show like this.

That's fair there's nothing wrong with that but keep in mind One Piece was political enough to lead to government coups in multiple south-east asian countries with 1 of them succeeding in Nepal and the Strawhat flag being hung from the main government building afterwards. Like yeah it was a larger rebellion against the Nepalese government's internet shutdown but the reason they shut down the internet was because the upper class were posting videos making fun of the lower class and Nepalese influencers made a One Piece celestial dragons connection and everyone started burning mansions down while waving Straw Hat flags. Also Hamtaro is still banned in Thailand for being the leading piece of media to demonstrate disapproval of its king so anything is possible.
