Madara put the full play in motion then died and trusted Obito to do the work for him. Thats why he acted surprised when he got reanimated. Like I’ll said Obito kinda free styling the mission.

The next 15 episodes is kindve important considering its like a build up through the whole story although it might feel episodic lore wise if you want to know how everything came to be then its important and not get stuck on the idea of filler, filler is different depending on the anime what I keep trying to tell people 😂 because some people still dont know about certain character backstory still to this day only because they stuck to manga material and not understanding naruto series doesnt work like that most of the stuff is ambigious unless you have episodes like these like you only going to find out why they were chasing Kakashi and rin if you watch the next arc with Kakashi Im just aware about how heatah feel about the word filler 💀 unless its something he gets invested in Im not even going to say they should watch chikara no power arc which was supposed to technically be a movie or the prologue to road to ninja they skip on episode 271 and 311 which is promotion prequel to the road to ninja movie and something else in the future because they haven't watched one movie so its kindve pointless

Kind of. He set up the board, but the execution was all Obito. Also, Madara didn't have a plan for how to capture the Tailed Beasts, so it was up to Obito to make that happen.
