Hiruzen was actually the strongest kage (not hokage) during his term in part 1 (post minato). So he's better than raikage and Onoki. Maybe even tsunade.

I will say, in Sarutobi's defense, you can tell at a certain point they shifted the whole "God of Shinobi" thing to Hashirama because they did call him that a few times in Shippuden and started calling Sarutobi "Professor" a lot more. But yeah, the War feats are severely lacking for him, even when you compare him to named characters in general. Imagine telling someone that Ino would outperform Hiruzen in the War.

But that's kind of the problem. We're told Hiruzen was the strongest of his time, but we're never really shown that. And it especially hurts his rep when we see all the stuff that Onoki was doing, and nothing we saw Hiruzen do came close to that

Gotta say I don't think any character had a PR drop as bad as Sarutobi's from Part 1 to Shippuden.

I lowkey still f with Sarutobi. I think he just got fumbled by the story. But I like how he's just like a really good normal shinobi. No kekkei genkai, no elite clan, just a guy who knows a ton of jutsu. I also like how Orochimaru's goal was to learn every jutsu, and how you can see the influence/ similarities there between him and his master. If I had to guess, he's probably the same caliber as Jiyra, who coulda been Hokage
