So his dad would not normally have the ability to take control of that house, he only has the ability to do so now because he stole the deck of cards, which the kids aren't particularly aware of at this point, they haven't seen him with the cards, and they may not particularly know that the cards control Wonderland. This is subtle in the movies, but there's a lot of stuff in here that is more Lewis Carol than Disney Alice in Wonderland, keep in mind, Wonderland itself is a dream world, the things Alice sees are fantastical versions of things she has seen, key among them are a deck of cards and a chess board. Many of the characters she meets are anthropomorphic versions of either cards or chess pieces. So what the Descendants creators decided is that in this version of wonderland, the Queen of Hearts uses her deck of card to create and control the creatures and things in Wonderland. All her magic comes from the cards, you can see it a lot in Rise of Red, she flips cards around and that influences her reality. When the Hatter captures the queen, he takes her cards, and through the rest of the movie he uses the cards, specifically corrupted versions of the cards, when she uses the cards, the magic is red, when he uses the cards, it is tainted purple. When he takes the card that represents the flamingos they turn purple and go from being friendly to being crazy. Keep in mind, he is insanity (Madness) personified, the Mad Hatter. Granted most characters in wonderland are a little crazy. Alice's Adventures in Wonderland, or to be more accurate Alice Through the Looking Glass is often read as a description of a particular person (Alice Liddel, a girl that Lewis Carol knew) descending into madness. The idea is that when you look into a Looking Glass you see yourself as you truly are, and when she enters the Looking Glass she ends up in Wonderland, a place where everyone and everything is "Mad". There's a scene in the book: Alice: But I don't want to go among mad people! Cheshire Cat: Oh, but you can't help that. We're ALL mad here. I'm mad, your mad.” Alice: How do you know I'm mad? Cheshire Cat: YOU MUST BE OR YOU WOULDN'T BE HERE. Literally the Cheshire Cat tells Alice that she's insane. Whether the real Alice Liddel was insane, I doubt, after all a white man writing about a woman going mad, especially in the 19th century, is likely about the incredibly sexist diagnostic concept of "Female Hysteria" which is... well just an awful false diagnosis largely male physicians (and armchair physicians like Carrol). Wow I went off on a real tangent there... perhaps I'm the one who is Mad

So to explain the isle and Hatter, in this timeline because the girls went back in time with the pocket watch his past self just lost it. In the first movie he hinted that he had been working on the watch his whole life, so when it just disappeared from his younger self he went mad looking for it. The Queen sent him to isle after he build the other machine and it showed him that the girls took it. When the bridge was opened for the isle the Queen of hearts allowed him back to Wonderland to give him a second chance. But at that point in this timeline he had been on the isle for years.

Rita Ora, the Queen of Hearts, is a big pop star from England. She does a lot of EDM.
