i can't remember the 23-day rule. what was that?

It was something like if a person writes in the Death Note, they can't stop writing in it for more than 13 days or they die.

More specifically, due to the information the task force got from Yotsuba after taking down Higuchi, it was discovered that people cannot be controlled by the death note for more than 23 days after their name was written down. Higuchi had presumably attempted to have people do things over 23 days in the future after writing their names down, and the death note could not do that. So for example, you could not write that someone commits suicide 25 days in the future. From what Yotsuba discovered with their testing of the notebook, 23 days is the limit for how long someone can be controlled.

Yotsuba/Higuchi tested that? Will the person still die on the 23rd day, or will they be sparred?

We don't know the specifics of how Higuchi "tested" it, but we know that from all the information the Task Force collected about Yotsuba's killings after confiscating the notebook from Higuchi, they were able to determine that it could only control people 23 days out.
