Back when Sheridan went to Zahadum, Morden told him that the Vorlons had been interfering with the younger races on a genetic level. He pointed out that telepaths on Earth had appeared out of nowhere in the last century. He and Justin say that the Vorlons had created telepaths on a hundred worlds . My sense is that telepathy among the younger races, currently and in the past, is mostly the result of Vorlon genetic manipulation. Maybe a random natural telepath pops up once in a while, but thats the exception.

Right. Generally speaking, except for the 'First One' races and maybe a few of the 'nearly as old' races, telepathy on a grand scale within any race was a result of Vorlon 'meddling' (good a word as any). And Peter is even MORE rare. It is said in a previous ep (can't recall exactly which) that only one in 10,000 telepaths is also telekinetic, and nearly all known telekinetics (TKs or 'Teeks') are unstable at best, insane at worst (or even worse if there IS a worse). The babies were of various races. The first one was clearly Drazi. 2nd could have been a Human, Centauri, Brakiri -doesn't matter. I think the 3rd baby was a Llort (nonspeaking League race that uses translators like the Pak'ma'ra and Gaim. They are not the Teeps on B5, nor Lyta's or any of their babies.

It's also certain that Earth - and nearly the entire League of Non-aligned Worlds has atrocities that must never be forgotten, shameful as they are. On Earth, the Holocaust took approximately 11 million lives and could have been worse had certain people not been stopped. In the B5-iverse, The League (including Earth) wiped out the Dilgar race entirely! That only comes up in a single episode in S1. The Drazi were probably hoping to eventually wipe out the Enfili, using others to do their dirty-work for them. Likely other planets in the New Alliance have similar things in their history that they'd love to forget but CAN'T, because history repeats itself - and soon - if you forget. Battlestar Galactica definitely touches on this subject in a big way.

The Markab race died off back in Season 2. (Confessions and Lamentations) Their planet is full of cities with no legal occupants.

...although that is technically more of a plot hole than a solution.
