I understand what is happening in this episode in general, but I feel like I am missing something here.

Anyone can become God in that world?

Ayato was bullying NPC's even though they are innocent in their own time there.

...I feel like this episode ended so quick that I didn't get enough info to understand.

Help!

You'll understand more as you continue the series. Ayato's interpretation of the world isn't too far from Yuri's interpretation. It's a world where you can do many things that would be considered supernatural, for example there's the Afterlife Battlefront creating weapons from dirt, Kanade creating her skills digitally, and Ayato learning hypnotism that allows him to control people. Yuri's goal is to find and confront God, where as Ayato's goal is to become God. Both of them wish to take over this world, but the ways in which they try to do so are very different. Yuri and the Afterlife Battlefront are motivated by their previous lives, determined to get an answer as to why their lives were so unfair. Ayato however didn't even view his life as his own, leading to him using any means neccessary to take control in the afterlife. He boldly declares himself "God" because he believes that he's already won.

Intense, funny, and then goes super-dark!...

Yes, in this world they can make their dreams come true. As far as I understand it, the thoughts here become reality. It's a spiritual world -- in a sense that it's not material, it's all made of thoughts and ideas, not a hard matter. They can convert their thoughts into things, like creating weapons from the dirt. They can learn new skills which they dreamed of having in their material life, but could not get due to circumstances. They are all children who died unhappy. In the Western lore, there is an idea that the spirits of the dead who did not fulfil something important, remain tied up to this world, and remain in houses or on cemeteries as ghosts. In this anime, the souls remain locked not in the material world, but in this intermediate world, a Purgatory or whatever we may call it, and they proceed further only when they realize something important about themselves. The idea of this anime is really deep. In the end, I was not able to understand what exactly these souls must realize in order to get "obliterated" -- i.e., to be freed from the fetters of this world. Definitely they must work through their psychological trauma, but how exactly it happens... That's why this anime is a true masterpiece. They leave a lot of things unclear so that the plot does not become too rigid and banal. And yes, it's extremely shocking at times. But the authors are also genius in how they are doing it. Most of the time it's a comedy -- because otherwise our mind would just explode. Really a masterpiece.
