I have always liked the see through ones cause you are covered but you still can see you...I don't mean just you of course, I mean you as in ladies...although there are guys that wear them too...I just don't like looking at them though...

This is from Gotopless.org ... I live in Iowa and I'm from Georgia and I know that they will arrest ladies for being topless but only if they are actually topless...see through shirts they will usually let slide...they do however have some cities where city or county laws allow topless but not the whole state..where it seemed, at least in the 80's, everywhere I went allowed topless without being harassed by the Police...but slowly the U.S. is changing some of their beliefs and practices... "Can I be arrested for going Topless in a Topless City? Even if a top free law is firmly in effect, the police can still arrest you under the pretense of “disorderly conduct”. Don’t be intimidated! You can sue the city back for wrongful arrest (if your only crime was to go topless). That is what Phoenix Feeley did in NYC in 2005 (you can read her story in our news section)"...

I do have to agree though, that the U.S. as a whole, has many more freedoms that most countries...
