I always felt like garaa being so OP was to set up the tension between will power vs inherited power. It’s a consistent theme in Naruto. There’s a big focus on the influence of certain privileged families whose members are born with power while others work hard to have a fraction of it. This is very literal in the fight since garaa is born with supernatural and political power and rock Lee is an orphan with no access to ninjutsu. As silly as as Naruto is, I did like the parts where they explore how children deal with these generational burdens.
